Dear Sir/ Madam,
This is in continuation of our circular dated 16th July 2015 inviting pre-budget proposals for the Union Budget 2016-17. The proposals from the members are still awaited.
Kindly note that the Council has received communication dated 14th July 2015 from Ms. Himani Sarad, Deputy Secretary- EPC-CAP, DOC that the Trade Finance Section of DOC has invited pre-budget proposals for the Union Budget 2016-17 in the prescribed format- Proforma- I & Proforma-II (attached).
Members are requested to follow the guidelines specified in the attached Memorandum vide reference no 12/1000/15-TFS dated 8th July 2015 received from the Trade Finance Section, Department of Commerce.
The budget proposals be sent taking into consideration following aspects:
1. Budget Proposals should be complete in all respects, properly categorized and HS Codes for each commodity must be provided.
2. Justification given in favour of the proposals shall be restricted to 300 words and Annexures should be used, if necessary
3. Proposals/ issues discussed year after year but never agreed to, may not be raised again.
4. Due to fiscal/ revenue situation, proposals of small reduction/exemption in custom/excise duties, service tax etc. be avoided unless they are absolutely necessary. If such reductions/exemptions are necessary, then ample justification be given.
We once again request the members to forward their proposals (in the specified format) latest by 28th July, 2015 on our e-mail ids: sgbharadi@chemexcil.gov.in; deepak.gupta@chemexcil.gov.in & balani.lic@chemexcil.gov.in .
The responses received shall be compiled and forwarded to the EP-CAP Section (DOC) within the stipulated dead-line of 31st July 2015, for consideration and internal deliberations.
