Guidelines for implementing SOLAS Convention entering into force with effect from 1 st  July 2016 concerning verified gross mass of the container

Dear Members,

We would like to inform you that the O/o  Directorate General of Shipping has issued MS Notice no. 4/2016 dated 11 th  May 2016  regarding guidelines for implementing SOLAS Convention concerning verified gross mass of the container.

Kindly note that from 1 st July 2016 onwards,  a new requirement to Verify the Gross Mass (VGM)  of a packed container  will come into force under the International Convention for the Safety of Life at Sea (SOLAS).

This requirement has  been necessitated,  as  knowing the accurate gross mass of a packed container is critical to ensure correct stowage and  stacking and avoid collapse of container stacks or loss overboard.  This is an important safety measure, which is aimed at saving lives and preventing injury and the destruction of property.

The shippers will be free to use either of the two weighing procedures i.e. weighing the laden container in its entirety or  to weigh the goods, packaging and securing materials separately and add those weights to the tare weight of the container.

Members are therefore  requested to take note of the same and  co-ordinate  accordingly with  their CHA’s/ Logistics partners.   For full text of the DG shipping notice, you can download from the below link-

Thanking You,

Yours faithfully,

Deepak Gupta
