Imp.

Details of  State and Central Taxes and Levies on export  product  which

are not Neutralised

Dear Members,

This is in continuation of our earlier circulars requesting your  inputs  on embedded taxes across various states in the export value of the product  which are not neutralised under any state or central government scheme.

Unfortunately, we had received very few responses in this important matter.  Whatever responses were received, we have used the inputs and submitted to  Department of  Commerce for consideration in May/ June 2018.

You might be aware, that currently there is a scheme available for  neutralisation of state levies for garments and made-ups called  Rebate of State Levies (RoSL) scheme.   This scheme has been re-launched   as “Scheme for Rebate of State and Central Taxes and Levies on export of garments and made-ups (RoSCTL) vide MOT notification No. 14/26/2016-IT (Vol II) dated 7.3.2019.  The new scheme has come into effect from 7.3.2019 (http://cbic.gov.in/htdocs-cbec/customs/cs-circulars/cs-circulars-2019/Circular-No-10-12032019.pdf)

We once again request the members to   provide  inputs pertaining to your  products  as  the percentage cost of embedded taxes across State and Central Taxes and Levies on export  product  which remain non-refunded/ neutralised.

Your valuable inputs with details/ supporting will  enable us submit our representation once again to the  government for a  similar neutralisation scheme (like RoSCTL)  covering chemical sector.

These inputs be mailed to us within seven days  on  e-mail id’s ed@chemexcil.gov.in,  deepak.gupta@chemexcil.gov.in   & rodelhi@chemexcil.gov.in  .

Thanking you,

Yours faithfully,

S.G BHARADI
