Operationalization of Bilateral Cooperation Agreements
(BCAs) of Bureau of Indian Standards (BIS) with Brazil

Dear Members,
We have received communication from the Under Secretary, FT-LAC Division, Department of Commerce informing us about agreement that Bureau of Indian Standard (BIS) entered into Bilateral Cooperation Agreement (BCA) with Brazil on 24th October, 2016.
We understand that the Agreement provides for utilization of services of the other party for conformity assessment procedures in the territory of other party for operation of each other's product certification schemes.
It may be mentioned that Bureau of Indian Standards operates Foreign Manufacturers Certification Scheme (FMCS) whereby licences are granted to manufacturers located abroad to mark their products with BIS Standards Mark as a mark of conformity of such products to relevant Indian Standards. Similarly a Registration Scheme is also being operated whereby certificates are granted to manufacturers located in India or abroad to mark their products with BIS Standards Mark. In order to operationalise the said Agreement, both sides are required to exchange list of products and entities to establish the requirement of product certification. While the Brazilian Agency of Technical Standards, ANBT has already been requested, we are also required to share list of specific products where our exporters are facing certification / registration related problems with Brazil.
In this regard, Council has also been requested to kindly send list of specific products where our exporters are facing certification/ registration related problems with Brazil. The information has to be sent to DoC by 15/04/2019.
