Comments on PSRs for Chapters 28 to 38/   Chemical and Plastic Production

 

Process Rules

 

 

 

Dear Members,

 

This is with reference to the ongoing Regional Comprehensive Economic Partnership (RCEP) negotiations on Rules of Origin.

 

We have  now received communication from Department  of Commerce (DoC) informing us that in the forthcoming SWGROO meeting at Thailand, PSR for Chapters 28 to 38 (Chemicals) will be discussed in a separate Task Force.  

 

Further there is proposal to discuss Chemical and Plastic Production Process Rules in this round. Meeting is scheduled from 23 to 27 July 2018 in Bangkok.

 

Kindly note that the negotiations seem to be converging on PSR CTH or RVC 40 for these chapters. In many of the lines, India is completely Isolated in its position. Hence, you are requested to provide technical reasoning, based on value addition or criteria of substantial transformation, for the lines where you strongly feel we should not join majority. In absence of reasoning or lack of representation, it will be assumed that India can agree to the majority position.

 

As the meeting will also extensively discuss Chemical and Plastic Production Process Rules,  members may also  give inputs on the same.
