Review of India - ASEAN Trade in Goods Agreement-
Product Specific Rules (PSRs)

Dear Members,
We have received communication from Department of Chemicals & Petrochemicals (DCPC) that the Department of Commerce (DOC) is in the process of reviewing the ASEAN-India FTA.
Kindly note that Rules of Origin under the agreement is one of the areas being considered for review. Though there is a provision for having Product Specific Rules (PSR’s) in ASEAN agreement, no PSR’s are prescribed. During recent stakeholders meeting with the trade, it was considered to have PSR’s incorporated in the agreement.
In this context, a list of PSR’s for 529 items was compiled by RIS (Research & Information System for Developing Countries) in 2007. Since lot of time has passed since the list of 529 PSR’s was finalised by RIS, it is decided to re-circulate the same to trade/ industry and invite their comments on proposed PSR’s and also suggestions on addition and deletion. The list for PSR’s for 529 items can be downloaded from the below link.
We kindly request you to revert with views/comments on items at Chapter 28 & 32. Your inputs be mailed to us latest by 27 th May 2016 on e-mail id’s- deepak.gupta@chemexcil.gov.in & balani.lic@chemexcil.gov.in .
