Strategy to balance Indo-China Trade

Dear Members,
We have received communication from Director (Chemicals), Department of Chemicals & Petrochemicals (DCPC), Ministry of Chemicals & Fertilizers, Government of India regarding Strategy to balance Indo-China Trade.
As per the communication from DCPC, we understand that Department of Commerce proposes to hold a meeting under the Chairmanship of Hon'ble Minister for Commerce and Industry to deliberate on the strategies to balance India China Trade.
The agenda of this meeting would be to deliberate on the steps to reduce the trade deficit and formulate strategy to accelerate our export of chemicals to China. The Ministries are required to draw up an action plan for achieving balanced trade between Indian and China by 2024, by reducing imports and boosting exports.
The action plan should be specific to India China Trade and apart from other inputs, may also cover the following aspects relating to Imports and Exports:

Measures to make India a manufacturing hub with aim to reduce imports by manufacturing of intermediate goods, and product diversification & establishing new manufacturing capacities.

Measures to increase/expand existing production capacity.

-
Measures for simplification of regulatory processes, certificates, testing, pre-shipment inspection formalities, labelling regulations etc. & other trade facilitation measures.

-
Measures/Steps for Technology, integration through R&D and Artificial Intelligence, to be used going forward for product innovation and cost competitiveness.

-
Measures for diversification of export basket to China.

Measures for cutting down on logistics cost and improvement in transport infrastructure at export gateways.

Measures for adapting to Chinese, regulation, quality standards.
The council has been asked to provide inputs for:

Data in the attached Template no 1 pertaining to exports, giving projections of exports of chemicals in the next five years, action plan to achieve the same, in respect of list of chemicals enclosed.

In attached Template 2 for import substitution, existing import data in 2017-18 in USD million has been indicated for organic, inorganic chemicals and miscellaneous chemicals. Please indicate the projected data of imports over a period of 5 years from 2019-20 to 2023-24, action plan for import substitutions and interventions of the governments required for reducing imports.
