TBT notification issued by Republic of Korea on Cosmetics

COSMETICS MEMBERS OF THE COUNCIL
Dear Members,
The Council has received information from M/s. APJ-SLG Law Offices, New Delhi regarding TBT notification (G/TBT/N/KOR/572) dated 10th April 2015 issued by the Ministry of Food and Drug Safety, Republic of Korea. The regulation is with regards to cosmetics.
The HS Code for the products comes under chapter 33.
Republic of Korea has added "wet tissue" to the scope of cosmetics, following this Korea has also decided on the contents of methanol and formaldehyde, and microbiological limit of the same. Korea also proposes that the two ingredients, methanol and formaldehyde, will not allowed in cosmetics: fluorescence brightening agent, xylene (except, trace level below 0.002%).
Since India exports these products to Korea, hence, this approval requirement, if implemented, may impact the registration strategy and timeline for India’s exports of cosmetics.
Relevant members are requested to send their comments to the Council, so that the same could be submitted to M/s. APJ-SLG Law Offices, New Delhi for further action.
