                                                       AUHOTIZATION

	 Substances of Very High Concern will be subjected to a process of Authorization /
    Restriction

■	 Aims for authorization:

■	 To assure that the risks from Substances of Very High Concern (SVHC) are
    properly controlled.

■	 These substances are progressively replaced by suitable alternative substances
    or technologies

■	 A Manufacturer/Importer/Downstream User shall not place a substance on
    the market for a use or use it himself if that substance is included in Annex XIV
    of REACH. (subject to some exemptions)

■	 This restriction shall not apply to the use of substances, when they are present
    in preparations

■	 below concentration of 0.1% by weight.

■	 for all other substances below the lowest of the concentration limits specified
    in Dir 1 999/45/EC or Annex I to Dir 67/548/EEC (e.g. Borax 4%)

■	 Substances to be included in Annex XIV

■	 Carcinogenic 			                   Cat 1 or 2

■	 Mutagenic 			                      Cat 1 or 2

■	 Toxic to reproduction		            Cat 1 or 2

■	 PBT 				                 In accordance with Annex XIII

■	 vPvB				                 In accordance with Annex XIII

■	 Endocrine disruptors

	 Currently Annex XIV has 31 substances (as on 11.12.2014)

	 Use or Categories of uses may be exempted from Authorization.
	 Sunset date is the date from which the substance cannot be placed in market / use unless

    authorization is granted.

         ■	 For inclusion of Substances in Annex XIV the following procedure is followed

         ■	 (1) Procedure in Article 133(4) needs to be followed.
