Feed-back on Preliminary ruling of Anti-Dumping case of imported
Phthalocyanine Pigments Originating in India

Dear Members,
This is in continuation of our recent circular dated 2nd Nov 2022 informing you that the investigating authority- MOFCOM had come out with Preliminary ruling dated 31st Oct 2022 regarding anti-dumping case of imported Phthalocyanine Pigments Originating in India.
As a follow-up action, Council had shared the translation of MOFCOM, China letter and announcement with the members advising them to submit their comments, if any, to MOFCOM within the stipulated timelines (10 days). The same was also uploaded on our website and SMS alerts where also sent to the members.
On plain reading, we understand that 19 Indian exporters who submitted responses got the lower cooperative rate of ADD ranging from 14.1 % to 19.1 %. MOFCOM applied the penal rate (81.29%) for all non-cooperative entities.
We hope that our members/ interested parties must have done the needful submission, if any, within the deadline of 10 days.
An update on the same be kindly sent to the council on our e-mail id’s- dg@chemexcil.in, pw@chemexcil.in and rd.ahd@chemexcil.in for records/ further deliberations, if required.
