Preliminary ruling of Anti-Dumping case of imported Phthalocyanine
Pigments Originating in India

Dear Members,
This is in continuation of our earlier circulars informing you about Antidumping investigation by MOFCOM China on export of Phthalocyanine from India.
We understand from some members that the investigating authority- MOFCOM had come out with Preliminary ruling of anti dumping case of imported Phthalocyanine Pigments Originating in India.
For the convenience of Indian exporters, the Embassy of India, Beijing has shared the translated English version of MOFCOM, China letter and announcement dated 31st Oct 2022 on disclosure of preliminary ruling of anti dumping case of imported Phthalocyanine Pigments Originating in India.
Concerned Member-exporters are requested to examine the same carefully and take necessary action within stipulated timelines.
All interested parties may submit written comments, if any, to the investigating authority within 10 days from the date of this announcement.
Further, we understand from announcement that “If you have any comments, please submit the electronic version through the "Trade Remedy Investigation Information Platform" (https://etrb.mofcom.gov.cn/) within 10 days after the disclosure, and submit the paper version to our bureau. The electronic version and the paper version shall have the same content and the same format. If it is considered that there are contents in the comments that need to be kept confidential, an application for confidential treatment shall be submitted and the reasons shall be stated. A non confidential summary shall be provided for the information that requires confidential treatment. If a non confidential summary cannot be provided under special circumstances, the reasons shall be stated”
