Comments on   making BIS standard Mandatory  for certain Chemicals And Petrochemicals

 

 

Dear Members,

This is regarding  meeting of the expert committee for making BIS standard as mandatory for certain chemicals and Petrochemicals.

Kindly note that there was a meeting  held on 22.04.2019 under the chairmanship Secretary (Chemicals), Ministry of C&F at Shastri Bhawan, New Delhi. The meeting was attended by JS / Director(Chemicals) and representatives from BIS and other Regulatory bodies like QCI / NABCB and representatives from various Industry associations related to Chemicals & Petrochemicals.

During the meeting it was  informed that  it has been decided by the Government to make BIS standards mandatory for some of the Chemicals & petrochemicals in order to protect unfair trade practices, human health, environment and safety of animals.

 

To start with BIS standards for Caustic Soda have already been made mandatory and that of Methanol, Aniline, Acetic Acid, Poly Aluminium Chloride, Phthalic Anhydride and Ortho-phosphoric acid are in process. 

DCPC in co-ordination with DOC has identified another 17 Chemicals and 24 Petrochemicals as per the list attached at Annexure "B" and "C" respectively and decided to make their standards mandatory. The process may take about one year’s time and specified time will be given for comments from the industry after draft notification by WTO as per practice. 

Meanwhile, Secretary (Chemicals) has advised industry associations for specific suggestions, if any, on existing BIS standards if need to be modified, with in one week.  Once the standards are made mandatory, the overseas supplier / Indian manufacturer will have to comply and required to obtain licence from BIS as per norms.

Specific suggestions / comments from the industry on standards to be modified, if needed,  be sent to the council latest by 27/04/2019 on our e-mail ids  ed@chemexcil.gov.indeepak.gupta@chemexcil.gov.in & rodelhi@chemexcil.gov.in .
