Continuation of online application facility under MOOWR Scheme -hosted on
Invest India portal regarding.

Dear Members,
As we are aware, that the MOOWR scheme (Manufacture and Other Operations in Warehouse Regulations) allows importers to defer import duties on raw materials, components, and capital goods until their clearance for home consumption, which improves cash flow and boosts manufacturing competitiveness in India.
The online application process of MOOWR was discounted by CBIC vide Circular No. 18/2025 dated 22nd July 2025 (Copy enclosed)
Now, in view of operational ease CBIC has withdrawn this circular (Circular No. 18/2025 dated 22nd July 2025 ) and issued a fresh Circular No.19 dated 23rd July 2025 (Copy enclosed) informing the continuation of the online application facility on Invest India portal (https://www.investindia.gov.in/bonded-manufacturing) for MOOWR scheme till 31st Oct 2025 .
