Customs Notification No. 20/2026-Customs dated 31 May 2026 – Preferential Tariff Concessions on Imports from the Sultanate of Oman

Dear Members,
This is to inform members that the Ministry of Finance (Department of Revenue), Government of India, has issued Customs Notification No. 20/2026-Customs dated 31 May 2026, providing preferential customs duty treatment for specified goods imported into India from the Sultanate of Oman. The notification comes into force with effect from 1 June 2026.
Key Highlights:
1. Preferential Basic Customs Duty (BCD) Rates: Specified goods covered under Table I of the notification shall be eligible for reduced Basic Customs Duty rates as prescribed therein.
2. Concessions in BCD and AIDC: Goods covered under Table II shall be eligible for concessional Basic Customs Duty as well as concessional Agriculture Infrastructure and Development Cess (AIDC), as specified in the notification.
3. Tariff Rate Quota (TRQ) Provisions: Certain products listed in Table III may be imported under specified Tariff Rate Quotas (TRQs), allowing concessional customs duty and AIDC rates up to the prescribed quota limits.
4. Rules of Origin Requirement: The benefit of the notification shall be available only where the importer establishes that the goods are of Oman origin in accordance with the Customs (Administration of Rules of Origin under Trade Agreements) Rules, 2020 and other applicable provisions notified by the Government of India.
5. TRQ Administration: Allocation of TRQs shall be made by the Directorate General of Foreign Trade (DGFT) in accordance with the relevant procedures prescribed in the Handbook of Procedures. TRQ authorisations shall be issued electronically and transmitted to the Indian Customs EDI System (ICES), with imports being permitted only after electronic debit in the ICES system.
The HS Codes falling under CHEMEXCIL's purview and covered under the aforesaid notification have been identified, segregated, and compiled in the attached Excel file for easy reference. Members are advised to review the relevant tariff lines and assess the potential benefits available under the preferential tariff provisions for imports from Oman.
