DGFT Trade Notice No. 32/2026-27 dated 26 October 2026 – Amendments and Clarifications to the Guidelines for Support for Alternative Trade Instruments under Export Promotion Mission (EPM)
Niryat Protsahan – Reg.

Dear Member,
CHEMEXCIL wishes to inform its member exporters about Trade Notice No. 32/2026-27 dated 26 October 2026, issued by the Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry, Government of India, regarding amendments and clarifications to the guidelines for Support for Alternative Trade Instruments under the Export Promotion Mission (EPM) – Niryat Protsahan.
The Trade Notice amends and clarifies certain provisions of the earlier Trade Notice No. 25/2025-26 dated 20 February 2026 with respect to the discontinuation of the Unique Identification Number (UIN) requirement, eligible export factoring modalities, the procedure for filing claims and disbursal of support, determination of export eligibility, and concurrent availment of support under the Interest Subvention intervention. The key provisions of the Trade Notice are summarised below for the information and guidance of member exporters:
1.The requirement to submit a declaration of intent and obtain a Unique Identification Number (UIN) has been discontinued. Exporters will henceforth be identified through their Importer Exporter Code (IEC) at all stages of application, claim and disbursal.
2. Support is available under the following factoring modalities, subject to the prescribed conditions:
-
M1 – Advance Factoring: Transaction data to be uploaded by the Factor after buyer payment, with one record per tranche.
-
M2 – Revolving Factoring Facility: One record to be uploaded per billing period after its closure. The actual Buyer Payment Date must be provided for computation of subvention.
-
M3 – Advance Factoring with Bullet Interest: One record per tranche to be uploaded after buyer payment.
3. Factors must register on the DGFT portal and upload transaction-level data. Exporters must log in to the portal, review the records appearing against their IEC, confirm eligible transactions and submit claims online with digital authentication and the requisite declaration. Approved subvention will be credited to the bank account linked to the exporter's IEC.
4. Factors must upload transaction data within one month of the applicable filing trigger. Exporters must file consolidated claims monthly, within two months of the date of upload of the relevant transaction data. For transactions predating the Trade Notice, the prescribed timelines will be reckoned from 26 October 2026, as applicable.
5. Eligible export factoring transactions relating to exports made on or after 20 February 2026 may be considered for support. Eligibility will be determined with reference to the date of filing of the Export General Manifest (EGM) containing the relevant shipping bill. Claims may be filed from the date of operationalisation of the portal.
6.Eligible MSME exporters may avail support under this intervention alongside the Interest Subvention intervention for Pre- and Post-Shipment Export Credit, subject to prescribed conditions. However, the same invoice, export receivable or interest cost cannot be claimed under both interventions. Duplicate or excess claims may result in recovery with interest and penal action.
Members are requested to refer to the official DGFT Trade Notice for the complete provisions, including Annexure-I, which sets out the amendments and clarifications in detail. All other provisions of DGFT Trade Notice No. 25/2025-26 dated 20 February 2026 remain unchanged, except as amended or clarified by the subsequent Trade Notice.
This circular is being issued for the information and guidance of CHEMEXCIL member exporters.
Thanks and regards
