FTA's -   Identification of 8 digit Tariff lines of aggressive

interest / Target countries

Dear Sir/ Madam,

The Council has received communication dated 26 th November 2015 from Shri Bhupinder S Bhalla, IAS, Joint Secretary (EP-CAP), Department of Commerce, Ministry of Commerce, GOI regarding  specific inputs at 8 digit level   in connection with various FTAs India  has signed.

As per communication received, It has been suggested that India should aggressively project its interests in the products and lines where it has competitive advantage.  Simultaneously,  sensitive industries also need to protected.

In this regard,  member-exporters are requested to revert with information on following:

  1. 1. Tariff lines (8 digit)  where we have inherent strength and could be projected during negotiations. However, it should be noted  that in  lines where India has aggressive interest, similar market access will have to be provided to other countries also.

  2. 2. While projecting aggressive interests, India’s capacity to produce and export demand should also be considered.

  3. 3. For the items which are shortlisted at 8 digit level, efforts should be done to identify  those  markets on which India should focus for aggressive interest. Attempt  be made to identify as many lines as possible at the initial stage.  This will be followed by a drawing a matrix of aggressive product lines along-with target to be forwarded to the EP-CAP section.

  4. 4. Government support, if any, which may be required to support these products may also be highlighted.

  5. 5. Any other feed-back on chemical sector product lines where India should negotiate for a stand-alone PTA/ FTA based on strategic interest.

Member-exporters are therefore requested to send their inputs latest by 7 th December 2015 on our e-mail id’s-  deepak.gupta@chemexcil.gov.in & balani.lic@chemexcil.gov.in .

Your early inputs on the same will enable us forward to the Ministry for  further deliberations  within the  given  timeline of 10 th December 2015.

Thanking You,

Yours faithfully,

( S.G.BHARADI )
