Dear Members,

The Ministry of Finance, Department of Revenue has issued Notifications S.O. 905(E), 906(E) and 907(E) dated 18th February, 2026, published in the Gazette of India (Extraordinary), effective from the date of publication.

Through these notifications:

Ø Certain substances (including N-Pyrrolidino protonitazene, N-pyrrolidino metonitazene, Etonitazepipne and N-Desethyl-isotonitazene) have been declared as manufactured drugs.

Ø Hexahydrocannabinol (HHC) and Carisoprodol have been added to the list of psychotropic substances.

Ø Small and commercial quantity limits have also been notified.

All member exporters are advised to review the notifications carefully and ensure strict compliance with the provisions of the NDPS Act and applicable Rules, wherever relevant.

The Gazette Notifications dated 18.02.2026 are enclosed for reference and necessary action.

This circular is issued for wide publicity and compliance.
