Urgent Inputs on Tax & Export Clearance Issues for Chemical Industry –

Regarding

 

Dear Members,

CHEMEXCIL is in receipt of communication from Department about the development which can directly impacts the manufacturing and export sectors, particularly the chemicals Industry.

The Department has constituted a high-level committee to thoroughly examine the tax and export clearance issues currently faced by the manufacturing industry in India (Chemical).

This committee is formed under the Chairpersonship of the Economic Advisor (Investment), Department of Economic Affairs. CHEMEXCIL is one of the members of this committee.

The Aim of this committee is to identifying challenges, study global best practices, and propose actionable policy reforms to streamline export processes and enhance the competitiveness of our industries.

The Objective are as under

  • To examine existing export-related tax structures (customs duties and export incentives) and export clearance procedures to identify their impact on competitiveness and export performance, and suggestions to refine or find alternatives.

 

  • To identify chemical sector-specific challenges and possible suggestions for high-potential.

  • To study and recommend global best practices in export taxation and customs facilitation.

 

  • To propose actionable policy reforms to streamline the processes.

In view of above we request our members to submit their detailed inputs on the following pointers including specific examples and data where possible:

  1. Challenges related to existing export-related tax structures (e.g., customs duties, GST, export incentives, refunds, etc.) and suggestions to refine or find alternatives.

  2. Issues faced with export clearance procedures (e.g., documentation, customs processes, port clearances, logistics, etc.) and proposed solutions for streamlining it.

  3. Sector-specific challenges unique to the chemicals industry concerning taxation and export, along with suggestions for improvement.

  4. Any global best practices in export taxation or customs facilitation that you believe India should adopt with proper source.

This will enable us to compile and consolidate all inputs for onward submissions and deliberation during the proposed meeting with department.
