Important Notice- MAI Statutory Compliance Claims under Product registration Charges (REACH and Agrochemicals) – Reg.

 

Dear Members,

We wish to inform you about an important development regarding the Market Access Initiative (MAI) Scheme of the Department of Commerce, Government of India, which was benefiting members under statutory and regulatory compliance-related claims (Particularly REACH and Agrochemicals).

As you are aware that under the MAI Scheme, the Department of Commerce extended financial aid to the exporters for statutory registrations and regulatory compliance in buyers country, such as mandatory product registrations, testing charges and other compliance costs imposed by importing country authorities.

For the chemical sector, this support has been very useful, as access to regulatory markets such as European Union (EU), USA, etc. which requires compliance with stringent statutory frameworks such as REACH, which involves costs and technical documentation. This support has helped many MSME exporters to enter and expand their exports in such markets.

Recently the Empowered Committee (EC) meeting on MAI held on 24th November 2025, the Committee has taken following decision.

“EC has directed that the statutory compliances claim already received in E&MDA division be considered by them if product verification has been received on or before 31st March 2025.

No further statutory compliances claims may be considered under MAI henceforth by E&MDA division.

In respect of the claims yet to be received/processed by the respective divisions, it was directed that these claims should be presented under statutory compliances component of EPM (Export Promotion Mission) through concerned sub-committee.

This is a policy shift, which, is implemented now. Hence CHEMEXCIL will accept claims as per past practice, relating to statutory / regulatory compliance without any assurance and submit it to the department.

The detailed guideline related to statutory compliances component of EPM (Export Promotion Mission) is yet to be received. CHEMEXCIL is taking up this matter at highest level with the Department of Commerce, suggesting to issue the guideline at the earliest so that members can be informed on the same.
