Important: Discussion on Proposed Production Linked Incentive Scheme (PLI) of Chemical Sector by

 

Department of Chemicals and Petrochemicals (DCPC): Regarding

 

 

Dear Sir/Madam

 

We wish to bring to your kind notice as under

 

As you are aware that there was long time demand from Indian Chemical industry on having Production Linked Incentive Scheme for Indian Chemical Sector in order to boost manufacturing and trade.

 

From time-to-time CHEMEXCIL took up this matter with concerned department and during the various forums.

 

CHEMEXCIL attended meeting called by Department of Chemicals and Petrochemicals (DCPC) on the said subject.

 

During this meeting following 4-groups of chemicals (Total 26-Chemicals)  are proposed for Production Linked Incentive Scheme viz.

 

  1. Agrochemical Intermediates

 

    1. 1,2,4 Triazinone

    2. 1- Methyle-3- (Trifluoromethyl)-lH-Pyrazole-5-ol

    3. 2-Chloror-5-Chloror Methyl- Thiazole (CCMT)

    4. 5-Amino-3-Cyano-1(2,6-Dicbloro-4 Trifluorometbyl-Phenyl)-1-H-Pyrazole

    5. Bifenthrin Alcohol

    6. Lambda Cyhalothric Acid

 

  1. Dyes

  1. 7.      Aniline

 

  1. Multiple use Chemicals

    1. 1-(4- Chlorophenyl)-4-4-Dimethyl-3-Pentanone/14Cp44Dm3-Pentanone

    2. 1,4 Butanediol

    3. 2-VinylPyridine

    4. Anthraquinone

    5. Maleic Anhydride

    6. Resorcinol

    7. Salicylic Acid

    8. Tetrahydrofuran (THF)

    9. Titanium Dioxide

    10. Tobias Acid

 

  1. Pharmaceutical Intermediates

 

    1. (4r-Cis) l,l-Dimethylcthyl-6-Cyanomethyl-2,2-Dimethyl- l 3-Dioxane-4-Acetate (AT - 8)

    2. 10 Methoxylminostilbene (MISB)

    3. 2- CYN0-4 Methyl Biphenyl ( OTBN)

    4. 2-Mercapto Benzothiazolyl (z)-2-aminothiazol-4-yl-(2-methoxyimino  acetate (MAEM)

    5. 4- Bromomethyl-2-cyanobiphenyl (BROTB  )

    6. Adenine

    7. Diethyl  P-toluene Sulfonyloxy Methyl Phosphonate (DESMP)

    8. Ethoxy Methylene Malonate, Diethyl Malonate

    9. S-2- benzothiazolyl (Z) -2-(2-aminothiazole-4-yl)-2-methoxy-carbonylmethio acetate (MICA EXTER)

 

In view of above inputs are sought from the industry on following important points.

 

  1. A.      Minimum capacity: To suggest minimum capacity of each chemical for PLI

 

  1. B.      Potential for becoming global champion: Provide information on the potential of the chemical in which the country  may emerge as Global champion inputs such as

                      i.     Current production capacity

                      ii.    Current export potential

                      iii.    Projected production and potential global demand

 

  1. C.      Minimum Production in Initial year for being eligible to claim incentive:

  • Suggest the normal trend for production in initial year of production of greenfield expansion project.

  • % of Minimum Production of targeted capacity

 

  1. D.     Raw material/technology availability:

F    Sufficient raw materials are available for the proposed chemicals.

F    Technology for production of chemical are available.

 

  1. E.      Domestic value addition(DVA):

  2. F.       R & D investment calculation

 

  • If any industry is setting up a R&D facility of Chemical selected for PLI, in large scale R&D facility, how the investment for PLI Chemical can be earmarked?

  • Method of calculation of eligible investment for R&D for exclusive PLI chemical, if it is a part of large R&D.

 

Members are requested to go through this communication and share their views on

 

  • Addition of any chemical in the said list with proper justification w.r.t. to above points

  • Suggestions on above points A to F.

  • Any other point suitable for recommendation.
