Imposition of Anti-Dumping Duty on Imports of Sulphenamides Accelerators from China PR, European Union and USA

Dear Member,
This is to inform that the Ministry of Finance (Department of Revenue), Government of India, vide Notification No. 11/2026-Customs (ADD) dated 19th June 2026, has imposed Anti-Dumping Duty (ADD) on imports of Sulphenamides Accelerators originating in or exported from China PR, the European Union, and the United States of America.
The decision follows the final findings of the Directorate General of Trade Remedies (DGTR), which concluded that dumped imports of the subject goods were causing material injury to the domestic industry through price undercutting and price suppression.
Product Covered:
The anti-dumping duty applies to Sulphenamides Accelerators, specifically:

CBS (N-cyclohexyl-2-benzothiazolesulfenamide)
-
NS (N-tert-butyl-2-benzothiazole sulfenamide)
The scope excludes:
-
MOR (N-oxydiethylene-2-benzothiazole sulphenamide)
-
DCBS (N,N'-Dicyclohexyl-2-benzothiazole sulfenamide)
The anti-dumping duty ranges from US$ 75 per MT to US$ 1,748 per MT, depending upon the country of origin/export and producer. Specific rates have been prescribed for designated producers, including Lanxess Belgium N.V. and Lanxess Corporation, while separate rates apply to all other producers.
The anti-dumping duty shall remain in force for a period of five years from the date of publication of the notification in the Official Gazette, unless revoked, superseded, or amended earlier.
