India-Oman Comprehensive Economic Partnership Agreement (CEPA) Signed – Key Details and Opportunities for Chemical Exporters

Dear Members,

As you are aware that, India and Oman signed the Comprehensive Economic Partnership Agreement (CEPA) on 18th December 2025, marking a significant milestone in bilateral trade ties during the 70th year of diplomatic relations.

This agreement eliminates tariffs of Indian exports to Oman, which previously faced an average duty of 5% to Indian Chemicals.

Benefits for Chemical Sector

  • The CEPA boosts exports in Indian chemical categories including inorganic chemicals, organic chemicals, Agrochemicals, cosmetics, toiletries, dyes and dye intermediates. Oman will be a prime market for Indian Chemicals in GCC trade partner.

 

  • It will also reduce input costs for Indian manufacturers reliant on Omani crude oil and minerals, while addressing non-tariff barriers through streamlined rules. Chemical exporters can leverage preferential market access, with India offering tariff liberalization on various tariff lines covering 94.81% of imports from Oman.

Highlights

  • Sensitive sectors such as dairy, tea, coffee, rubber, tobacco, precious metals, jewellery, footwear, sports goods, and metal scrap are safeguarded through exclusions.

  • Oman has offered commitments in Business and professional services, R&D, education, health, and audio-visual services and many more.

  • Unlocked high-value opportunities and job creation for Indian service providers.

  • First-ever comprehensive commitments by Oman for:

    • Intra-Corporate Transferees

    • Contractual Service Suppliers (stay extended from 90 days to 2 years, with further extension possible)

    • Business visitors and independent professionals

  • Liberalised entry for professionals in accountancy, taxation, architecture, medical and allied sectors.

  • 100% Foreign Direct Investment permitted for Indian companies in major services sectors in Oman.

  • Fast-tracking of marketing authorisations

  • Strengthens India’s trade footprint in the Gulf and African markets

  • Boosts labour-intensive exports and MSME participation

  • Enhances professional mobility and services exports
