Inputs for Consultative meeting on 6th Jan 2015 reg Rules of Origin under RCEP negotiations

TO ALL MEMBERS OF THE COUNCIL
Dear Members,
This is in continuation of our earlier circulars seeking inputs on Regional Comprehensive Economic Partnership (RCEP).
We have received attached Office Memorandum (OM) from Ms. Shwetha Rao B, Assistant Director, Trade Policy Division, Dept of Commerce in connection with consultations that the DOC would be holding for seeking inputs for negotiating Rules of Orign (RoO) under RCEP on 6th January 2015 under the chairmanship of Shri Sumanta Chaudhari- Joint Secretary at 11.00 AM at Udyog Bhawan New Delhi.
As you are aware, RCEP is aimed at regional integration and Rules of Origin (RoO) will play an important role in trade flows. As of now, 4 rounds of negotiations have taken place, last being Dec 2014. In these deliberations, it has been decided that each country will prepare Product Specific Rules (PSR) for each tariff line at 6 digit level. For further information kindly refer to following which are attached for your perusal:

Brief paper on different approaches with regards to Rules of Origin

A Note on the concept of “Full Cumulation”, as being deliberated.

An excel file that compiles PSR under India’s FTA’s with Japan, Korea and South Korea for HS lines relevant to us.
You are kindly requested to send your inputs latest by 31st December 2014 to enable us compile the same and forward to DOC to be discussed during the meeting on January 6th 2015.
