Jawaharlal Nehru Customs House(JNCH) prescribes simplified "Back to Town" (BTT) Procedure for Export Cargo Stranded Due to Middle East Conflict

Dear Members,
Greetings from CHEMEXCIL!
This is to inform you that the Office of the Commissioner of Customs, NS-II, JNCH, has issued Public Notice No. 31/2026 dated 06.03.2026. This notice introduces significant trade facilitation measures to assist exporters whose cargo is currently stranded at port terminals, Container Freight Stations (CFS), or the Container Parking Plaza (CPP) due to the ongoing geopolitical situation and war conditions in the Middle East.
To mitigate hardships caused by disrupted maritime routes and port closures, the following relaxed procedures for "Back to Town" (BTT) movement of export containers (where EGM has not been filed) have been prescribed:

Waiver of Physical Examination:

For Containers in CPP: BTT permission will be granted based solely on the verification of the electronic seal (e-seal). No further physical examination is required.

For Containers in CFS: Goods will be destuffed, and a simple inspection of individual lots will suffice. No further detailed examination is required.

Waiver of Fees and Penalties: All BTT-related fees and penalties leviable under the Customs Act, 1962, are waived for these specific shipments.

Expedited Processing: Exporters or their Customs Brokers should approach the concerned AC/DC of the respective CFS or CPP to initiate the request. Customs officers will verify the seals against the Shipping Bill and stuffing records to allow swift evacuation.
Validity: These relaxed norms come into force immediately and will remain valid until shipping operations in the affected region normalize.
Members are requested to take note of these facilitations to reduce additional handling costs and expedite the recovery of stranded cargo.
