Opportunity for Indian Chemical Exporters to Invest in CLMV Region through the
Project Development Fund (PDF) of Department of Commerce.

Dear Sir/Madam,
CHEMEXCIL is in receipt of communication from FT(ASEAN) Division, Department of Commerce on above subject.
As per the same Indian Chemical Manufactures can expand their presence and investments in the CLMV countries (Cambodia, Laos, Myanmar, and Vietnam) under the Project Development Fund (PDF), a scheme initiated by the Government of India in 2016 to enhance India's economic engagement in the CLMV region.
The PDF scheme is designed to identify and support projects that will:
1. Enable Indian companies to integrate into the Regional Value Chain (RVC) within the CLMV region.
2. Facilitate the utilization of resources in CLMV countries for Indian companies' operations in India or abroad.
3. Boost exports of Indian goods and services to this region
4. Address projects of strategic importance.
The selected projects will be incorporated/implemented through Special Purpose Vehicles (SPVs) in CLMV countries. This scheme will bring the selected projects to execution/bankable stage with requisite approvals and then invite bids from Indian companies/subsidiaries/SPVs of Indian companies for selling the project/SPV.
The primary objective of the fund is to act as facilitator for Indian private/public sector investments in the CLMV region by absorbing the initial risks and obtaining requisite approvals.
The Implementing Agency of the PDF is EXIM Bank.
