Sub: Reduction of  mandatory documents required for Export and Import

 

Dear Sir / Madam,

 

As you are aware, enhanced ease of doing business and trade facilitation has been an endeavour of the authorities.  One of the identified areas for such simplification is reduction in the number of mandatory documents required for import and export of goods.

 

In view of the same, O/o DGFT, New Delhi has issued  Notification No. 114 (RE-2013)/2009-2014 dated  12th March, 2015 regarding  reduction in documents required for Export/ Import.   Only three documents each {as in para 2.53(a) & (b } would be mandatory for exports and imports.   This Notification shall come into effect from 1st April, 2015.

 

As an effect of this  notification,  a new  Para 2.53 of FTP 2009-14 will be inserted and  shall have following details:

 

(a) Mandatory documents required for export of goods from India:

 

1. Bill of Lading/Airway Bill
2. Commercial Invoice cum Packing List
3. Shipping Bill/Bill of Export

 

(b) Mandatory documents required for import of goods into India

 

1. Bill of Lading/Airway Bill
2. Commercial Invoice cum Packing List
3. Bill of Entry

 

However, for export or import of specific goods or category of goods, which are subject to any restrictions/policy conditions or require NOC or product specific compliances under any statute, the regulatory authority concerned may notify additional documents for purposes of export or import.  Further, in specific cases of export or import, the regulatory authority concerned may electronically or in writing seek additional documents or information, as deemed necessary to ensure legal compliance.

 

Finally, prior to DGFT notification,  CBEC has also issued its circular No. 01/15-Customs dated 12/01/2015 regarding merging of commercial invoice and packing list.  Members may also refer to the CBEC No. 01/15-Customs dated 12/01/2015 for further details.

 

Members are requested to kindly take note of the same.
