Request for Industry Inputs on Trade Classification of Chemical & Allied Products for Import Substitution, Domestic Manufacturing & Export Promotion Strategy – Reg.

Dear Members,
This is to inform you that the Department of Commerce has undertaken a preliminary trade analysis of products under various Export Promotion Councils (EPCs) and identified 29 product lines at 8-digit HSN level for CHEMEXCIL across four strategic trade categories, with the objective of diversifying India’s exports, enhancing export competitiveness, reducing import dependence, strengthening domestic manufacturing capacity and improving India’s position in global value chains
As per the analysis, products have been classified under the following categories based on their trade profile and strategic significance:
1. High Trade Deficit Category
Products where imports significantly exceed exports, indicating high import dependence and the need for domestic manufacturing support and technology strengthening.
2. High Import – Negligible Export Category
Products witnessing substantial imports but minimal exports, highlighting opportunities for investment promotion, domestic capacity creation, technology upgradation and export development.
3. High Trade Surplus Category
Products where India has established strong export competitiveness and global market presence, requiring support for market diversification, branding and value addition.
4. High Export – Negligible Import Category
Products reflecting strong domestic manufacturing capability with minimal import dependence, where focus may be given to scaling exports further and enhancing value addition.

The Department has requested to examine the identified products and provide category-wise recommendations/inputs on the following aspects:
i) High Trade Deficit
What measures are required to reduce imports and strengthen domestic manufacturing capacity?
ii) High Import – Negligible Export
What steps are needed to build domestic production capability and promote exports?
iii) High Trade Surplus
What strategies may be adopted to further expand exports and access new international markets?
iv) High Export – Negligible Import
How can India sustain its competitive advantage and move towards higher value-added exports?

Members are requested to kindly examine the relevant product categories and share their valuable suggestions/recommendations with CHEMEXCIL latest by 19th May 2026 to enable consolidation and submission to the Department within the stipulated timeline.
