Request for Representations on Impact of Duty Concessions under
India-Korea CEPA

Dear Sir/Madam
The Department of Chemicals and Petrochemicals are undertaking a comprehensive exercise to review the impact of duty concessions extended under the India-Korea Comprehensive Economic Partnership Agreement (CEPA) on the domestic Chemical Industry.
We understand that the imports of certain chemicals, benefiting from reduced or nil duty rates under CEPA, may have significantly increased, potentially causing harm to Indian manufacturers.
To address this issue effectively, we seek your assistance in identifying the chemicals affected and providing substantiated data to support the case for necessary trade remedial measures.
In this regard, members are requested to submit a detailed representation for chemicals where such adverse impacts have been observed. The representation might include:

Demand Trends: Annual demand data for the identified chemicals in the Indian market for the past three financial years.

Domestic Capacity and Utilization:

Installed capacity of Indian manufacturers (past three financial years).

Percentage utilization of this capacity for the past three financial years.

Import Data: Volume and value of imports for the identified chemicals from Korea for the last three financial years, highlighting the share of imports benefitting from CEPA duty concessions.

Impact Assessment: Analysis of how these imports have impacted domestic production, and financial viability.
The representations may be submitted to amrita@chemexcil.in with copy to dg@chemexcil.in by 31st January 2025 in order to take up the matter with the Department of Chemicals and Petrochemicals effectively.
