Dear Members,

As you might be aware,  review of India – Singapore Comprehensive Economic Cooperation Agreement (CECA)  has been initiated by the Ministry.

In this connection, Singapore has insisted to retain Product Specific Rules of Origin (PSR) on 88 tariff lines (attached),  while India in the year 2012 had proposed to invalidate PSR on these 88 lines and brought them in the purview of general Rule which going to be CTSH +35%. The proposal of year 2012 was based upon the stakeholder's consultations held during that time.

In view of above the Department of Commerce, has sought comments from the Trade/ Industry.

Members are kindly requested to refer to attached list and revert with comments on items of interest, latest   by 22nd December 2016.  The response   be sent  on e-mail id”s-  Deepak.gupta@chemexcil.gov.in & info@chemexcil.gov.in .
