Inclusion of additional export items in Appendix 4R with effect from 15.12.2022

Dear Members,
As you are aware, there are concerns amongst our member-exporters due to exclusion of export products/items under Chapter 28 and 29 from the RoDTEP scheme (Refund of Duties and Taxes on Exported Products). The council has also been regularly taking up this issue at various meetings called upon by government.
We are glad to inform that, taking cognizance of the concerns of the chemical sector, government has decided to extend the RoDTEP scheme to Chapter 28 and 29 as well.
In this regard, O/o Directorate General of Foreign Trade (DGFT) has issued Notification No. 47/2015-2020 dated 7th Dec 2022 regarding “Inclusion of additional export items in Appendix 4R with effect from 15.12.2022”
Effect of this Notification:
Additional export sectors/items including Chapter 28, 29 also are being added in Appendix 4R under RoDTEP for exports made from 15.12.2022 and shall be applicable till 30.09.2023.
The RoDTEP rate (as % of FOB) announced for most of the Chapter 28 and 29 items is 0.8%, with exception of few items with slightly higher rate.
The revised RoDTEP Appendix 4R containing the eligible RoDTEP export items, rates and per unit value caps, wherever applicable is available at the DGFT portal or using below link-

Member-exporters are requested to take note/ check for chapter 28 & 29 items (from page 460 onwards) in Appendix 4R.
Kindly also sensitize your CHA to do needful declaration of intent while filing shipping Bills w.e.f 15.12.2022, to avoid any issues later on.
