Products (RoDTEP) rates for Advance Authorization exports

Dear Members,
The O/o Directorate General of Foreign Trade, New Delhi have issued letter dated 5th Sept 2022 requesting EPCs for data for determination of Remission of Duties and Taxes on Exported Products (RoDTEP) rates for Advance Authorization exports - reg
You might recall that Government of India had earlier issued order dated 18.10.2021, vide which a committee in DoR was constituted for determination of ceiling rates for RoDTEP for AA/SEZ/EoU exports and further all EPCs were requested vide letter dated 28.10.2021 to request the concerned units to send relevant data in the prescribed proforma.
The committee has informed that from units availing Advance Authorization benefits, response has been tepid and that insufficient information is available for determination of rates for most tariff lines under Advance Authorization exports.
Government has now allowed the RODTEP Committee an extended time up-to 31.12.2022 to submit its final recommendations.
In view of the above, EPCs have been requested to inform units availing Advance Authorization benefits, to submit data for the consideration of RoDTEP Committee, in the prescribed proforma latest by 21.09.2022, if they had not been able to send this information as yet.
Further, while submitting data (under S. No. 18 C) in Annexure B, value should also be provided along with quantity of input used in the manufacture of per unit of export product. In this regard, DoR letters dated 16.12.2021 may also be referred to.
The EPCs have been advised to inform the members that the Committee may take a view that in respect of tariff lines for which no data is received, there are no embedded taxes.
Therefore, EPCs have been requested to please ensure that full and comprehensive data is submitted in time so that the committee can submit its report by the due date.
Relevant members (exporting under AA) are once again requested to take note and submit responses in specified formats (complete in all respects) to the council by 18th Sept 2022 on e-mail id’s: dg@chemexcil.in, pw@chemexcil.in & rodelhi@chemexcil.in .
The hard copies of the submission may also be sent to our Mumbai Office for records/ submission to DBK Dept in physical form, if required.
Your timely responses will be appreciated and enable us forward data to Drawback Dept, DoR for examination.
Thanking you.
Yours faithfully
