Seeking Industry Inputs on Customs-Related Hurdles Affecting Exports and Suggested Policy Reforms

Dear Member,
Greetings from CHEMEXCIL!
The Council is compiling industry inputs on the key Customs-related issues and procedural challenges being faced by exporters.
Members are requested to share the top ten hurdles encountered while dealing with Customs authorities or completing Customs procedures for exports, along with specific suggestions for policy or procedural reforms that would facilitate smoother and faster exports.
The issues may include, but are not limited to:

Delays in Customs clearance or examination of export consignments;

Difficulties in classification, valuation or assessment of goods;
-
Challenges related to export documentation and procedural compliance;
-
Delays in the processing of refunds, drawback or export incentives;
-
Issues concerning testing, sampling or certification of export products;
-
Port-specific or Customs House-specific procedural difficulties;
-
Challenges relating to hazardous chemicals, controlled substances or restricted items;
-
Difficulties in obtaining approvals, permissions or No Objection Certificates;
-
System-related issues on ICEGATE or other Customs portals; and
-
Any other Customs-related matter adversely affecting exports.

The inputs received will be consolidated by CHEMEXCIL and submitted to the concerned authorities for their consideration and necessary policy intervention.

Your detailed and actionable feedback will help the Council effectively represent the industry’s concerns and advocate suitable reforms for facilitating seamless exports.
