Seeking Inputs from Member Exporters on Trade Barriers and Regulatory Challenges Faced in South Asian Markets – TBT/SPS Measures

Dear Member,

Greetings from CHEMEXCIL!

With reference to the discussions held during the recent meeting under the chairmanship of Joint Secretary (FT-SA), Department of Commerce, Government of India, regarding trade-related issues with South Asian countries, CHEMEXCIL has been requested to compile specific challenges being faced by Indian exporters in these markets.

In this regard, member exporters are requested to share details of any difficulties encountered while exporting chemical products to South Asian countries, particularly concerning Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary (SPS) measures.

The inputs may specifically cover the following areas:

1.      Product Standards and Technical Regulations: Issues relating to mandatory product standards, technical regulations, conformity assessment procedures and other product-specific requirements imposed by importing countries.

2.      Testing and Certification Requirements: Difficulties relating to mandatory testing, inspection, laboratory approvals, certification procedures, recognition of Indian testing laboratories and associated costs.

3.      Regulatory Restrictions: Import restrictions, licensing requirements, registration procedures, product approvals and other regulatory barriers affecting exports.

4.      TBT-related Issues: Labelling, packaging, technical specifications, quality standards and other technical requirements that create difficulties for exporters.

5.      SPS-related Issues: Sanitary and phytosanitary requirements, where applicable, including inspection, testing and certification requirements affecting the export of relevant products.

6.      Other Trade-related Difficulties: Any additional procedural or regulatory hurdles affecting the smooth movement of chemical products into South Asian markets.

Members are requested to provide specific instances of difficulties faced, mentioning the destination country, product details, nature of the issue and the impact on exports. Copies of relevant communications, notices, rejection reports or other supporting documents may also be shared, wherever available.

Members are requested to submit their inputs in the prescribed format given below by 13 November 2026 through email at ed@chemexcil.in with a copy to amrita@chemexcil.in, shalini@chemexcil.in and ad.del@chemexcil.in.

The inputs received will be consolidated by CHEMEXCIL and shared with the Department of Commerce, Government of India, for consideration. Members' timely cooperation will help the Council effectively represent their concerns and facilitate efforts towards addressing trade barriers in South Asian markets.

Thanks and regards,
