Survey on Issues while Exporting SCOMET Items from India

Dear Members,
As you are aware that SCOMET stands for Special Chemicals, Organisms, Materials, Equipment, and Technologies. These items are considered sensitive due to their potential use in Weapons of Mass Destruction programs or other harmful applications.
Exporting SCOMET items from India involves a stricter regulatory process compared to regular goods.
CHEMEXCIL would like to highlight the hurdles exporters might encounter, while exporting these items with the concerned departments.

While submitting the response please note the following clarifications
SCOMET items require a specific export license from DGFT in addition to the regular IEC. Specify any issue while applying this license.
Indian authorities generally thoroughly verify the end-user of the SCOMET items. This might involve checks on the recipient's legitimacy, intended use of the items, and potential for misuse. Delays may occur if the verification process is complex.
Some SCOMET items might be considered "dual-use," meaning they have civilian and military applications. These items might require additional clearances from Department of Atomic Energy (DAE) & Department of Space (DoS).
The export application for SCOMET items requires detailed technical specifications, end-user certificates, and non-proliferation assurances.
