TBT Notification by Committee of Technical Barriers to Trade, China regarding Cosmetics labelling, requirements for labelling and legal obligation

Dear Members,
We have received communication from M/s.APJ-SLG Law Offices, New Delhi seeking our comments on the attached draft regulation vide TBT Notification G/TBT/N/CHN/1064 dated 12th December, 2014 issued by the Committee on Technical Barriers to Trade, China in relation to Cosmetics.
The translated Draft Regulation document (English Version) has 34 articles in total and mainly includes the definition of cosmetic labelling, requirements for labelling and legal obligation. It also proposes following timeframe to phase in the measures according to actual situations:

Proposed date of adoption: 1st March 2015

Proposed date of entry into force: 1st July 2015
Since India exports Cosmetics to China, the new regulation may impact the registration strategy and timeline for India exports of Cosmetics.
