To seek inputs on India-Peru Trade Agreement-Regarding

 

 

Dear Sir/Madam,



You are kindly aware that India and Peru are in the process of negotiating a Trade Agreement wherein the last (5th) round was held in August, 2019.  


A stakeholder meeting on the subject matter was conducted on 27.12.2023 under the chairmanship of Shri Vipul Bansal – Joint Secretary, Department of Commerce and Chief Negotiator of India-Peru Trade Agreement in order to seek inputs on products related to Chemical & Allied industries.

 

Enclosed herewith is the list of 459 products under the purview of Chemexcil wherein Peru is seeking duty concessions while importing to India.  The list further incorporates the drafted Margin of Preference (MoP)  along with their justifications which can be offered to Peru (analysed on the basis of global trade with specific reference to Peru & India).

 

An overview of the suggested MoP’s for different categories are as below for your ready reference:

 

1.     No exports and Imports with Peru, However, India imports more than the value of exports from India – 50 to 100% MOP can be offered in view of limited domestic capacity

 

2.     India importing from the rest of the world and exporting to Peru (No imports from Peru) – 0% - 10% MOP can be offered, in order to safeguard the interest of domestic industry.

 

3.     Products with sufficient domestic capacity having no imports from world - 0% MOP offered, in exclusion list to safeguard the interest of domestic industry. 

 

4.     Products with Limited domestic capacity which are further re-exported to the world including exports from Peru – 100% MOP offered to enhance our exports. 

 

5.      Products with Insufficient domestic capacity & no exports worldwide – Excluded. 

 

 

It is kindly requested to analyse the draft submission and submit your inputs pertaining to :

 

  • Margin of Preference (MoP) to be offered along with reasons.

  • Whether the tariff line has to be kept under Exclusion/Negative category? with Reasons.

 

It is to be kindly noted that the subject trade agreement in negotiation will be India's first in the Latin American region and shall impact overall trade in the region. 

 

Member companies, especially the ones engaged in trade with Latin American countries are requested to provide their valuable inputs in the enclosed excel format to rd.del@chemexcil.in  with copy at ad.del@chemexcil.in  latest by 4th January 2024. 

 

In case of no response, the draft MoP’s as offered shall be submitted to relevant authorities for consideration.
