Update on EU CLP Regulation – Harmonised Classification and Labelling of Chemical

Substances (Regulation (EU) 2025/1222)

 

Dear Members,

 

This is to inform you that the European Commission has issued Commission Delegated Regulation (EU) 2025/1222 of 2 April 2025, which amends Regulation (EC) No 1272/2008 (CLP Regulation) concerning the harmonised classification, labelling, and packaging of certain substances.

 

This amendment updates Annex VI, Part 3, Table 3 of the CLP Regulation.

 

New substances have been added and existing entries are updated based on scientific evaluations by the Committee for Risk Assessment (RAC) of ECHA.

 

The substances affected include a broad range such as:

 

  • Ø  Industrial chemicals (e.g., ozone, dinitrogen oxide, vinylidene chloride)

 

  • Ø  Agrochemicals/biocides (e.g., captan, folpet, dinotefuran, pethoxamid)

 

  • Ø  Pigments and dyes (e.g., Pigment Red 53:1)

 

  • Ø  Botanical extracts (e.g., Chrysanthemum cinerariaefolium)

 

  • Ø  Others with hazard classes like carcinogenicity, reproductive toxicity, acute toxicity, STOT, aquatic toxicity, etc.

 

This regulation has entered into force from 20 days after its publication in the Official Journal (i.e., 20th June 2025).

 

Exporters to EU region must ensure compliance with updated labelling by 1 Feb 2027. However, suppliers may begin adopting the new classifications immediately to align with EU safety and environmental norms.

 

Member exporters are advised to review the updated classifications for any substances they manufacture/export to the EU and ensure that all relevant SDSs, labels, and packaging are compliant with the updated requirements by the due date.

 

Early voluntary compliance is encouraged to support supply chain readiness and maintain market access in the EU.
