Dear Members,

This has reference to attached public notice from central Bureau of Narcotics.

The Government of India is taking a zero-tolerance approach to drug misuse and aims to regulate chemicals used in drug manufacturing. 

They have classified 27 precursor chemicals as controlled substances under the NDPS Act, requiring a No Objection Certificate (NOC) for their export or import. 

However, there is concern over the diversion of non-scheduled chemicals, which can also be misused. 

To address this, the government is considering updating the list of controlled substances, based on misuse data, and establishing an International Special Surveillance List (ISSL) for chemicals used in illicit drug production.

The government seeks involvement from various sectors, including manufacturers, distributors, and the fine and specialty chemical industries, to prevent misuse. 

A Public-Private Partnership and a Voluntary Code of Conduct for responsible chemical use are important in tackling this issue. 

To support this effort, a proposal has been made for voluntary online submission of data related to chemicals under ISSL.

In view of the above members are requested to go through this notice and list of chemicals mentioned and share their suggestions on pw@chemexcil.in with a copy to dg@chemexcil.in on or before by 27th December 2024.
