URGENT: Request for Inputs for India–SACU Preferential Trade Agreement (PTA) Negotiations

Dear Member,

Greetings from CHEMEXCIL!

CHEMEXCIL is invited to the Terms of Reference for the India–Southern African Customs Union (SACU) Preferential Trade Agreement (PTA), which were signed on 12th August 2026 in New Delhi.

In this regard, CHEMEXCIL is a part of the preparatory meeting scheduled next week to discuss and prepare for the India–SACU PTA negotiations.

Concerned members are requested to share the suggestions, asks, sensitivities, proposals and challenges, including trade/customs-related issues and other relevant matters, for discussion during the meeting.

PLEASE NOTE: The Southern African Customs Union (SACU) comprises five member states: Botswana, Eswatini (formerly Swaziland), Lesotho, Namibia, and South Africa. 

In this context, CHEMEXCIL members are requested to kindly provide their inputs on the following:

·         Products/commodities of export interest to the SACU region where India may seek preferential market access.

·         Tariff lines/products where reduction or elimination of customs duties may be sought.

·         Existing tariff and non-tariff barriers faced by Indian exporters in SACU countries.

·         Trade/customs-related issues, including customs procedures, documentation, standards, certifications and regulatory requirements.

·         Specific sensitivities or products requiring exclusion/special treatment under the proposed PTA.

·         Key asks and proposals for improving market access and enhancing exports from India.

·         Any other challenges, opportunities or recommendations relevant to the India–SACU PTA negotiations.

Members are requested to provide specific, commodity-wise and actionable inputs, wherever possible, along with relevant HS codes, current tariff rates, instances of market-access difficulties and suggestions for resolution at the earliest, preferably by 31st August 2026, at the following email IDs:  ad.del@chemexcil.in and akshay@chemexcil.in with copy to ed@chemexcil.in.

Your valuable inputs will enable CHEMEXCIL  to effectively represent the interests and concerns of the industry during the PTA negotiations.
