Very Urgent – Submission of Inputs on Inverted Duty Structure under GST and/or Basic Customs Duty (BCD) Framework

 

Dear Member,

The Department of Chemicals & Petrochemicals (DCPC), Ministry of Chemicals & Fertilizers, Government of India, has sought inputs from the chemical industry regarding chemical products, intermediates, or value chains where an Inverted Duty Structure exists under the Goods and Services Tax (GST) regime and/or Basic Customs Duty (BCD) framework and warrants rationalization/revision.

In this regard, members are requested to identify and provide details of the affected products/value chains along with:

  • Details of the product(s), intermediates, or value chain(s) affected by the inverted duty structure;
  • Supporting data and analysis demonstrating the issue;
  • Detailed justification for the proposed rationalization/revision;
  • Impact of the existing duty structure on domestic manufacturing, competitiveness, exports, investments, and value addition;
  • Any relevant industry data and sector-specific concerns that would facilitate examination of the matter by the Government.

Accordingly, all members are requested to submit their comments, representations, supporting documents, and relevant data to CHEMEXCIL at ed@chemexcil.in with a copy to amrita@chemexcil.in, ad.del@chemexcil.in and shalini@chemexcil.in by 4:00 PM today (15 June 2026) positively, to enable consolidation and onward submission to the Department within the stipulated timeline.

Members are requested to treat this matter as VERY URGENT and accord it the highest priority.
