Issuance of Certificate of Origin |
|
All of you may be aware that “Certificate of Origin” is an instrument to establish evidence on origin of goods imported into any country ( refer Handbook of Procedures, Vol.I, Chapter No.2-2.21).
Certificate of Origin is issued only for the Chemicals manufactured in India and not for the Chemicals imported & shipped out of India.
Certificate of Origin is of 2-types (viz. Preferential Certificate of origin (PCO) and Non Preferential Certificate of Origin (NPCO)), details of which are given below:

1. Preferential Certificate of Origin (PCO):-
India is signatory to World Trade Organization because of which Indian exports are accorded preferential treatment available to all WTO members.
Further, India has also entered into bilateral and multilateral trade agreements with its trade partners because of which Indian exports get into these countries at concessional import duty regime. In order to avail the preferential treatment, the Indian exporter is required to furnish the proof that the goods manufactured are indeed of Indian origin. Hence, there is a need for preferential certificate of origin.India is receiving tariff preferencesarrangement /scheme under following agreements.

PCO gives duty concession/tariff benefit in importing country to the buyer under the above Indian preferential arrangements. This Certificate is issued by only authorized/designated Government Agencies, after inspection. CHEMEXCIL is not empowered to issue Preferential Certificate of Origin(PCO).

2. Non Preferential Certificate of Origin (NPCO):-
This Certificate of Origin only gives evidence of origin of goods and does not give any duty concession/tariff benefit to a buyer as per the above preferential tariffs.
CHEMEXCIL has been authorized by the DGFT, Government of India to issue Non Preferential Certificate of Origin (NPCO)by (Refer Hand book of Proceduresvol.I-Appendix 4C - List of agencies authorized to issue Certificate of Origin –Non preferential).
We are also attaching herewith copies of Three following Public Notices issued by the DGFT, giving details of Agencies authorised to issue Certificate of Origin( both Preferential and Non-preferential) for your information.

Certificate of Origin will be issued as per the “Format for Certificate of Origin” given in Annexure-II to appendix-4C of the HBP.V-1 which is attached herewith for your reference and information.
Member-exporters of CHEMEXCIL who are willing to have Certificate of Origin (Non Preferential), have to apply to CHEMEXCIL strictly with the following documents in the attached “Application Form”
-
Indemnity Bond of Rs.100/- (Only for the first time applicant-members)
-
Confirmation of payment of Membership subscription to the Council
-
Duly filled-in Format of Application by the concerned firm which will be certified by the Council’s concerned Officials
-
Details of quantum (Quantity)/origin of the inputs/ consumables used in the export product on the Letterhead the firm concerned.
-
Two copies of invoices.
-
Packing list in duplicate for the concerned invoice.
-
Bill of Lading / Airway Bill Copy.
-
Admissible fee of Rs.85/- by Cash or Demand Draft(in case of outstation) in favour of ‘CHEMEXCIL, Mumbai’
-
Cash or Demand Draft of Rs.135/-( in case of outstation) in favour of ‘CHEMEXCIL, Mumbai’ if the Certificate of Origin is required to be sent by Courier ( i.e. Rs.85 + Rs. 50/- towards courier charges.)
CHEMEXCIL will ensure that the goods are of “Indian Origin” as per the general principles governing the rules of origin before granting the Non Preferential Certificate of Origin.
Please note that following information is mandatory to declare.
HS code No. of the material( final product).
If all inputs / consumables used for the product are of Indian origin, please give the declaration along with the list of inputs ORIf not, state the inputs/ consumables used are of which origin.
