DGFT Circular on Relaxation in the provision of submission of ‘Bill of Export’ as evidence of
export obligation discharge for supplies made to SEZ units in case of Advance Authorization.

Dear Sir/Madam
O/o DGFT has issued a Policy Circular No. 04/2024 dated 3rd June 2024 on relaxing the provision of submission of ‘Bill of Export’ as evidence of export obligation discharge for supplies made to SEZ units in case of Advance Authorization.
Previously, exporters needed to submit a Bill of Export for any goods exported to a Special Economic Zone (SEZ) unit, developer, or co-developer. This caused hardship for exporters. This notification relaxes the requirement for exporters under Advance Authorization (AA) or Duty-Free Import Authorization (DFIA) schemes.
Bill of Export is no longer required for AA/DFIA exports to SEZ entities prior to July 1, 2017.
Exporters can submit following alternative evidence to fulfil export obligations:

· ARE-1 form (approved by authorities)

· Proof of receipt by the SEZ entity

· Payment proof from the SEZ entity
