CHEMEXCIL is in receipt of communication from Department on the recent development regarding the India-Sri Lanka Economic and Technology Cooperation Agreement (ETCA).

The Department of Commerce has resumed negotiations for this agreement, including the important aspect of Product Specific Rules (PSRs) for all tariff lines.

Enclosed herewith is the list of TLs under consideration. We request you to go through the same and provide PSR proposals for your respective tariff line/s listed in the attached excel sheet. Also include any remarks or suggestions you may have regarding an impact of PSRs on your product line.

Just FYI (While submitting the inputs), identify and determine the criteria for the rule of origin for your tariff line like Change in Tariff Classification, Value Addition, Regional Value Content, etc.

Please note your inputs will provide department to decide an eligibility of products for preferential tariff treatment under this agreement.
