Dear Sir/Madam

We are in receipt of communication from Ministry of Environment, Forest and Climate Change on Remediation of contaminated Sites informing about the attached Gazette notification No. CG-DL-E-22082024-256547 dated 21st August 2024.

The Gazette Notification is the proposal of "Remediation of Contaminated Sites Rules, 2024," to address the remediation of sites contaminated by hazardous substances in India.
The initiative is driven by the recognition of the risks posed by contaminated areas to human health and the environment, as highlighted in the National Environment Policy, 2006.

These rules are designed to facilitate the remediation of contaminated sites, particularly those identified by the Ministry of Environment, Forest and Climate Change. It applies to sites contaminated by hazardous substances as defined in the Environment (Protection) Act, 1986, and exclude radioactive waste and certain other categories.

The Gazette Notification provides definitions of various terms, including "confirmed contaminated site," "remediation contractor," and "responsible person," which are important for understanding the framework of the rules. A Central Remediation Committee will be established to oversee the remediation process, including determining responsible parties, remediation costs, and compliance with the rules. The committee will also publish a registry of contaminated sites and manage public objections and suggestions.

These rules will come into effect upon publication in the official Gazette, and a 60-day period is provided for public feedback before finalization.
