Dear Members,
This is in continuation of our earlier Circular No. EPC: LIC: RoDTEP: DATA: SUBMISSION:965 dated 3rd November 2025 regarding submission of RoDTEP data in the prescribed draft Excel format for fixation/review of RoDTEP rates, as adopted by the RoDTEP Committee constituted by the Department of Revenue, Ministry of Finance, Government of India.
The objective of the said Committee is to review and update the recommended ceiling rate schedules under the RoDTEP and RoSCTL schemes. In this regard, as part of its review of sector-specific issues under the RoDTEP Scheme, the RoDTEP Committee (Drawback Division) of the Central Board of Indirect Taxes and Customs undertook industry visits, including visits to select Dyes and Chemicals manufacturing units.
Pursuant to the intervention and representations made by CHEMEXCIL, the data submission format has now been simplified, making it easier for members to compile and submit the requisite information.
Members are advised to kindly note that the format for ARR (Annual RoDTEP Return) and the format for data submission for fixation/review of RoDTEP rates are distinct, and their objectives as well as submission timelines are different. The ARR submission has no linkage with the present data submission exercise for revision of RoDTEP rates.
It may be recalled that timely and accurate data submission by the industry in the case of Duty Drawback earlier resulted in revision of rates to HIGHER LEVELS of Duty Drawback. Similarly, submission of complete and correct data for RoDTEP, under the present exercise is essential for consideration of enhancement in RoDTEP rates.
In this context, the last date for submission of data has been extended to 16th January 2026, from the earlier deadline of 15th December 2025. Members are requested to submit the data strictly as per Annexure-B (Draft Data Format) attached with this circular in Excel format, within the stipulated timeline. In case the data is not submitted, the RoDTEP rates may not be considered for revision to higher levels.
To facilitate members and to address any queries related to the data format, CHEMEXCIL has arranged an online interactive session (Video Conference) on 12th January 2026 (Monday) from 2:00 p.m. to 3:00 p.m. through Google Meet. Members may join the session using the following link: https://meet.google.com/aak-kgun-zdr.
The session will be addressed by Shri Ankit Patel, Vice Chairman, CHEMEXCIL.
Members are strongly encouraged to attend the session and ensure timely submission of the data to safeguard the interest of the sector.
