Request for Inputs on Draft Digital Trade Facilitation Bill, 2026 (DGFT Trade Notice 24/2025-26 dated 09.02.2026)

Dear Members,
Greetings from CHEMEXCIL!
This is to inform you that the Directorate General of Foreign Trade (DGFT), Department of Commerce, Ministry of Commerce & Industry, Government of India, has issued Trade Notice No. 24/2025-26 dated 09.02.2026 inviting comments from exporters and industry stakeholders on the draft “Digital Trade Facilitation Bill, 2026.”
The draft Bill aims to:

Provide statutory recognition to electronic trade documents
-
Enable trusted digital verification mechanisms
-
Facilitate secure cross-border exchange of trade records
-
Establish a framework for identity management services and trust services
-
Promote interoperability with global digital trade systems
The proposed legislation seeks to strengthen India’s digital trade ecosystem by recognising electronic trade documents and digital trust services, thereby enhancing ease of doing business and cross-border trade facilitation.
Members are requested to kindly examine the draft Bill and provide their detailed comments/suggestions, particularly highlighting:

Issues concerning electronic trade documentation in exports/imports

Operational challenges in digital authentication and verification
-
Cross-border recognition concerns
-
Any sector-specific recommendations relevant to the chemicals, cosmetics and dyes sectors
A copy of the draft Bill is available as Annexure to the said Trade Notice.
Members are informed that the last date to submit inputs is 30 days from the issuance of the Trade Notice, i.e., 10th March, 2026.
Members may kindly send their detailed comments/suggestions directly to tradefinance-dgft@gov.in with a copy to dg@chemexcil.in and shalini@chemexcil.in within the stipulated timeline.
