Immediate Restriction and Ban on the Export of Ammonium Nitrate (AN) – Reg.

Dear Members,
Greetings from CHEMEXCIL.
This is to inform that Central Board of Indirect Taxes & Customs (CBIC), vide its communication F. No. 450/37/2014-Cus.IV dated 24.03.2026 in coordination with Explosives Section, DPIIT, Ministry of Commerce, has notified a complete ban on the export of Ammonium Nitrate (AN).
This decision has been taken in response to current geopolitical tensions in the Middle East and the critical need to maintain adequate domestic supplies for uninterrupted coal production in India.
Please Note:

All existing export licenses issued by PESO (Petroleum and Explosives Safety Organisation) for Ammonium Nitrate have been kept in abeyance.

No new licenses for the export of Ammonium Nitrate under the Ammonium Nitrate Rules, 2012, will be issued by PESO until further notice.
Members are advised to take note of this immediate restriction to ensure strict compliance with the revised export policy. All planned shipments and pending export applications for Ammonium Nitrate should be reviewed in light of these new instructions
The Council will keep members informed of any further developments or updates in this regard.
