Urgent Request for Inputs on Environment-Related Issues of the Chemical Industry

Dear Member,
The Department of Chemicals and Petrochemicals has been actively pursuing several environment-related issues concerning the chemical and petrochemical industries. While a number of matters have been resolved, the following key issues are currently under consideration with MoEF&CC:
· Amendment to the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, for exclusion of brine sludge (Entry 16.3) from the list of hazardous wastes.
· Extension of the non-product-specific Environmental Clearance (EC) framework to the chemical industry, similar to that applicable to Active Pharmaceutical Ingredients (APIs).
· Updation of the Comprehensive Environmental Pollution Index (CEPI) scores for ten industrial clusters located in Gujarat and Tamil Nadu.
· Expeditious processing and grant of Environmental Clearances.
· Permission to undertake onsite construction activities pending the grant of Environmental Clearance.
· Declassification of by-products currently classified as hazardous waste, wherever scientifically justified.
· Extension of the relaxed norms for deep-sea discharge in the Gulf of Khambhat beyond 31st March 2026, until the findings of the ongoing study are published.
In this connection, we request our esteemed members to kindly share any additional environment-related issues or concerns affecting the chemical industry that may be taken up during the above meeting.
Further, companies interested in presenting their concerns directly before the concerned authorities may kindly nominate a suitable representative for the purpose. To facilitate discussion and consolidation of industry issues, a meeting has been scheduled in hybrid mode under the Chairmanship of Joint Secretary, Shri Deepankar Aron, on Thursday, 9th July 2026, at 3:00 PM, to deliberate upon the pending environmental issues pertaining to the chemical industry. Members willing to participate and present their concerns are requested to communicate the details of their nominated representative along with the issues they wish to raise.
