Seeking Industry Inputs on Five Chemical Products – reg.

Dear Member,

CHEMEXCIL has received a request from the Department of Commerce, Ministry of Commerce & Industry, seeking the Council's inputs/comments on certain policy support measures proposed in respect of the following products:

1.      Di-Calcium Phosphate (DCP)

2.      Ultra-Pure Phosphoric Acid (Battery Grade)

3.      Ultra-Pure Sulphuric Acid (Battery/Electronic/Sulphuric Grade)

4.      Aniline

5.      Potassium Nitrate

The following support measures have been proposed for the above products:

A. Minimum Import Price (MIP)

Introduction of a Minimum Import Price (MIP) has been sought for all the above five products. The specific MIP levels have not been indicated and are proposed to be determined/shared subsequently based on a detailed financial study.

B. Increase in Basic Customs Duty (BCD)

For the following products, an increase in Basic Customs Duty from 7.5% to 15% has been proposed:

  • Di-Calcium Phosphate (DCP)
  • Ultra-Pure Phosphoric Acid
  • Ultra-Pure Sulphuric Acid
  • Potassium Nitrate

In the case of Aniline, an increase in Basic Customs Duty from 10% to 20% has been proposed.

C. Mandatory BIS Certification

Mandatory BIS certification for imported products has been proposed for all the above five products.

In view of the above, members dealing with these products as manufacturers, exporters, importers or downstream users are requested to provide their specific views on the proposed measures, particularly indicating:

  • Whether you support or do not support the proposed MIP / increase in Basic Customs Duty / mandatory BIS certification for imports;
  • Likely impact of the above measures on domestic manufacturing, availability of raw materials/inputs, production cost and exports/export competitiveness; and
  • Any other product-specific comments, concerns or relevant data.

Members are requested to provide specific and data-supported inputs, wherever possible, so as to enable CHEMEXCIL to submit an appropriate industry view to the Department of Commerce.
