Request for suggestions for Pre-Budget Memorandum 2027-28: Regarding

Dear Member,
The Department of Commerce, Ministry of Commerce & Industry, Government of India, has invited Pre-Budget Proposals for the Union Budget 2027–28.
As you are aware that before the Union Budget is announced, the Indian government invites suggestions from industry bodies and stakeholders to understand what changes or support Industry needs, this helps the government plan better policies and tax structures.
In view of above, CHEMEXCIL invites its member exporters to submit their suggestions/proposals relating to customs duties, levies, export-related measures and other proposals aimed at promoting exports and streamlining procedures for consideration and onward submission to the Government.
Members may submit proposals relating to below pointers as per attached format.

Any reduction in import duties on important Chemicals.

Any suggestions to fix inverted duty.

Desired data on production, imports, and exports to justify the proposals.

Suggestions to boost exports, support MSMEs, and promote important chemicals.

Any financial support for Chemical Sector with proper justification

Any suggestions should be given separately for Direct Taxes, Customs and Central Excise separately.
Members can send their valuable inputs and specific suggestions for inclusion in the memorandum. Proposals may also be given for any major procedural changes or administrative reforms in the tax for inclusion in the memorandum.
Members are requested to support their proposals with relevant quantitative data, wherever applicable, such as import/export data, duty incidence, price trends, domestic demand and supply situation, and the likely impact of the proposed change on the industry.
Important:

The justification for each proposal should preferably be restricted to 300 words.

Additional supporting information may be provided separately as an annexure.

GST-related proposals are not required to be submitted under this exercise.

Proposals should be specific, evidence-based and directly relevant to promotion of exports.

Issues which have been repeatedly discussed in previous years but have not been agreed to may not be considered.
Members are requested to take the note of this circular and kindly forward their pre-budget proposals in the specified format with full details at the earliest by 29th August 2026 on our e-mail id’s: ad.del@chemexcil.in and amrita@chemexcil.in with copy to ed@chemexcil.in
Your timely responses in the specified formats will enable us collate the proposals and forward to DOC for examination/ further deliberations.
